Western Treatment Plant – Cocoroc Precinct Access & Security Upgrade

Scope

Melbourne Water made the decision to relocate the Western Treatment Plant administration office complex on New Farm Road in Werribee away from rapidly encroaching residential developments in order to locate operators and service providers closer to the plant. The new office complex at the WTP Cocoroc Precinct provides accommodation for WTP operations and maintenance staff and for community education programs. The new administration and maintenance shed buildings were occupied in August 2019.

The purpose of this project was upgrade access roads and security at the WTP Cocoroc Precinct to comply with MWC’s security and safety standards.

Key project design features included the following:

• Upgrade of the section of Metropolitan Farm Road from Cocoroc Road to 40S Road;
• Upgrade and surfacing of Cocoroc Road from Farm Road down to the proposed education precinct at the intersection with 25W Road, making provision for buses accessing the education centre;
• Provision of a public and bus access road and turning circle for the administration building;
• Upgrade and surfacing of Boundary Road from Farm Road to the entrance of the chlorine plant;
• Provision of an emergency gravel access road from 25W Road to William Thwaites Drive;
• Installation of a twin leaf electrical sliding gate and lighting on Farm Road north of 40S Road, with provision for number plate recognition, CCTV and fob access;
• Provision of a crushed rock carpark for 100 staff vehicles for the new administration building including installation of wheel stops, bollards, lighting and CCTV camera poles;
• Provision of a masterplan and installation of storm water drainage for the precinct including the connection to the new administration building;
• Provision of regulatory and wayfinding signage and linemarking;
• Upgrade of sections of farm and security type fencing along William Thwaites Drive, Farm Road, Cocoroc Road and 25W Road; and
• Installation of concrete and crushed rock paving around the new administration building.
